Custom ingame facilities would fall under modding. As for displaying a custom desktop image in the game's office that can be done by placing a 1920x1080 png file named "display.png" in the game's "Img" folder. It would be located at "\COM3D2\Img\". I don't think the game creates one for you so...

http://com3d2.jp/gp02/ Each update does have a release date in Japanese. Update 2's release date was September 27th. Despite delays KISS has decided to name each update numerically. Updates 2 and 3 had their release dates changed. For sake of argument it would be easiest to just refer to them...
